Pesticide Use Control Bylaw

Regulates the use of pesticides for cosmetic purposes.
Three public information meetings were held in mid-September, 2009 to review, discuss and receive feedback from the public regarding a proposed cosmetic pesticide use control bylaw for Delta. At the November 16, 2009 Regular Meeting, Council adopted Pesticide Use Control Bylaw No. 6788, 2009 to regulate the non-essential or cosmetic use of pesticides on residential and municipally owned land within Delta. The bylaw prohibits cosmetic pesticide use for the purposes of maintaining outdoor trees, shrubs, flowers, other ornamental plants and turf on land used for residential purposes. Some exceptions would apply.

To allow time for residents to get used to the bylaw and receive education and information on ways to have a pesticide free lawn and garden, the bylaw will not come into effect until November 16, 2010. An enhanced education program will be developed during this one year period and will include website updates and production of public information material such as brochures and lawn signs. Programs through Delta's McKitrick Garden about pesticide-free lawn and garden maintenance, natural pest control and other sustainable gardening techniques will continue to be offered. As well, through Delta's water conservation and waste reduction initiatives, natural yard care will also continue to be promoted.
In September 2009, Delta partnered with PlantHealthBC and is currently going through the process to accredit Delta's corporate pest management practices to ensure that unwarranted pesticide use is not occurring and to ensure that municipal operations are in compliance with the bylaw.
