Slope Failure - 5297 Upland Drive

On Sunday, January 11, 2009 the slope below the rear of the house at 5297 Upland Drive failed. The debris ran down the slope and onto a flatter area at the toe of the slope. Delta's consulting engineer, Thurber Engineering visited the site and conducted an assessment. Remedial work identified from this assessment will be carried out immediately. Further updates will be provided throughout the week.

| Apr 27, 2009 | Council endorsed a staff report which outlined the slope remediation measures to be undertaken by the owner, under the supervision of a geotechnical engineer. An amendment to the Development Permit will be prepared to ensure that the revised requirements are met. Work is expected to be completed in the coming weeks, and the slope remediation works will be monitored by the engineer of record and The Corporation of Delta. |
| Apr 6, 2009 | Golder Associates has submitted their assessment of the property at 5927 Upland Drive, and a staff report providing a copy of the report is scheduled for the April 6, 2009 Regular Council meeting. Staff will meet with the property owner to discuss implementation of the measures identified in the Golder Associates report. |
| Feb 13, 2009 | The owners appealed to Delta Council for amendments to the remedial action orders imposed on January 26, 2009 and specifically requested Council to allow completion of interior construction of the house addition. At a public meeting on February 9, 2009 Council received a staff report on the appeal and passed a resolution amending the orders to allow the interior construction. All other components of the January 26, 2009 orders remain in effect. The assessment of the site by the independent engineer retained is under way, and the engineer's report is expected in March, 2009. |
| Jan 29, 2009 | Interim measures to control drainage have been implemented by the owner, under the supervision of the geotechnical engineer. On January 26, 2009, Delta Council imposed remedial action orders on the site to ensure that slope stability issues are addressed. These orders include hiring of an independent engineering firm (Golder and Associates) to complete a geotechnical assessment of the slope and the on-site construction completed to date, and to make recommendations for remedial works. The report from the engineer is expected by March, 2009. |
| Jan 14, 2009 | As outlined in the Thurber Engineering site assessment, the owner has installed the pumps in the drainage system, and the pumps are now operational. The owner has installed tarps over the slide area, and the site will be subject to on-going monitoring over the winter months. |
