Proposed Agricultural Land Reserve Inclusion - Application Abandoned
Council abandoned the proposed application to the Provincial Agricultural Land Commission to include the Southlands in the Agricultural Land Reserve. Council endorsed the Chief Administrative Officer's recommendation to permit the Century Group to submit a proposal by July 1, 2011, which would provide the Corporation of Delta with public ownership of a portion of the lands that is greater than what has previously been proposed. Once received, Century Group's proposal will be posted on Delta's website and made available for viewing at Municipal Hall, including any amendments or additional information provided by Century Group. Century Group will formally present their proposal to Council at the September 12, 2011 Regular Meeting. Following the presentation, Delta staff will report back on whether to invite Century Group to submit a formal application or, alternatively, for Council to proceed with a new Agricultural Land Reserve inclusion application.
Ramsar Wetland International Significance Application
Council endorsed a draft application for designating Burns Bog and the Provincial Wildlife Management Areas within the Fraser River Delta as a Ramsar Wetland of International Significance. Staff continues to work with Environment Canada, BC Ministry of Environment and Metro Vancouver to finalize and submit the Ramsar Wetland of International Significance application. Mayor Jackson will present the application to the Federal Minister of Environment when a delegation travels to Ottawa this fall.
Office of Climate Action & Environment Presents the 2010 Annual Report
Council received the 2010 Climate Change Initiative Annual Report and endorsed the 2011 Climate Change Initiative. The report highlighted 2010 accomplishments including the completion of the Sungod Recreation Centre energy and emission reduction retrofit, flood risk and consequence study, the 20,100 trees by 2010 initiative, adoption of community greenhouse gas reduction targets and Solar Ready Regulation and expansion of the rain garden program. Staff will continue to implement the Climate Change Initiative and bring forward updates and new initiatives for Council's consideration.
All Flags to be lowered to Half-Mast in Recognition of National Day of Mourning
April 28, 2011 is the official Day of Mourning for Workers Killed and Injured on the Job. In recognition of this memorial event, Council endorsed a resolution to fly the CUPE Day of Mourning Flag for the week of April 25th and lower all flags at Municipal Hall on April 28th. A ceremony will also be held at 10:45 am in Rotary Park for those who have been killed or injured on the job.
2011 Stanley Cup Playoffs

The Delta Police Board advised Mayor and Council of the potential overtime costs of up to $100,000 arising from the deployment of additional Police resources to manage crowds and celebrations associated with the Stanley Cup Playoffs. The Police Chief will report back to Council on the costs incurred following the Playoffs.
Mayor's Announcements
Mayor Jackson announced Delta's Earth Week events including last Sunday's Watershed Creek Fish Release and Thursday's Earth Day Open House. The winner of Delta's Earth Day Poster Contest was congratulated; Nicole Sun's poster gave tips on how to help the earth. Mayor Jackson also congratulated the Delta Hospital Foundation on their "Forest for our Future" project; a ribbon cutting ceremony will be held this Wednesday. The Mayor wished everyone a Happy Easter and advised that Municipal Hall will be closed on Good Friday and on April 25th for Easter Monday. Breakfast with the Easter Bunny will be held on Saturday April 23rd at the South Delta Recreation Centre and an Easter Egg Hunt will take place on Monday April 25th at the Ladner Leisure Centre. Council Supports Improved Regulation of Drug Stores
The Municipal Clerk released a resolution of Council at the April 18th Executive Meeting in support of enhanced regulation of drug stores in Delta. Staff will report back to Council with proposed amendments to the Delta Zoning Bylaw to improve tracking and regulation of these businesses.
Municipal Ticketing Bylaw Amendment
Council gave first, second and third reading to amend Municipal Ticketing Information Bylaw No. 6639, 2007. The proposed bylaw amendment will update section numbering to enable officers to issue tickets for bylaw offences if and when necessary.
New Highways Bylaw Introduced
Council gave first, second and third reading to a new Highways Bylaw and an amendment to the Municipal Ticketing Information Bylaw No. 6639, 2007 to enable Delta Police and Bylaw Officers to enforce offences under the proposed new Highways Bylaw. Highlights of the proposed bylaw include:
- Clarification and expansion of commercial vehicle regulations to provide the Commercial Vehicle Enforcement Unit of the Delta Police Department with more tools to increase the safety of Delta's roads.
- Enhancement of overweight vehicle restrictions.
- Expansion and clarification of the section referring to truck routes including map revisions to reflect recent nighttime truck restrictions on Ladner Trunk Road.
Zoning Bylaw Amendments - Licensee Retail Liquor Stores
Council gave first and second reading to proposed text amendments to the Delta Zoning Bylaw to further regulate the location of private liquor stores in Delta. The proposed bylaw amendment will place more restrictive zoning to limit the number of private liquor stores in Delta. Mayor Jackson asked that staff provide the number of private liquor stores and establishments serving liquor located along the Scott Road corridor, including the Surrey side, when this bylaw is presented at an upcoming Public Hearing.
Community Vegetable Garden License Renewed for Boys & Girls Clubs of South Coast B.C.
Council endorsed a license agreement to permit the Boys & Girls Club to continue to operate their community vegetable garden located on a portion of land that borders the Errol Wintemute Boys and Girls Club, the historic McKee House and the McKee Seniors' Recreation Centre in Ladner. The vegetable garden has proven to be a benefit to the children of the Club who are able to experience firsthand the cycle of where healthy food comes from.
Community Energy and Emissions Plan Endorsed
Council approved the award of a contract to Stantec Consulting Ltd. to develop a Community Energy and Emissions Plan. This Plan will provide a long-term framework to achieve breakthrough reductions in the use of energy and to reduce greenhouse gas emissions within the community. A Community Energy and Emissions Plan is an important next step in advancing Council's Climate Action goals as set out in the Official Community Plan and Climate Change Initiative to reduce community greenhouse gas emissions by 33% of 2007 levels by 2020.
Boundary Bay Airport Lease Amendment
The Head Lease for Boundary Bay Airport was recently amended to lengthen the term of the lease to ensure the long-term viability of the Airport. The amendment improves conditions for development at the Boundary Bay Airport, supports increased jobs, enhances the long-term viability of the Airport and improves conditions for an increased tax base for Delta.
2011 Census
Staff advised Council the 2011 Statistics Canada census begins this May. Staff will ensure that the census is promoted through Delta's website and reader boards, and will distribute fact sheets and posters to all public municipal facilities and local libraries.
Point Roberts Golf Club Noise Complaints
Staff to prepare a letter to the Washington State government requesting that the Point Roberts Golf & Country Club operate in compliance with all ordinances and laws.
