North Delta Area Plan Review
The last major update to the North Delta Area Plan took place in 1995. A comprehensive review and update to the Plan is needed to reflect how the North Delta community has evolved, address emerging issues and guide North Delta's growth and development until 2015. While the Plan will cover all of North Delta, four special areas of attention have been identified:
- Scott Road Revitalization
- *80 Avenue Boulevard
- *North Delta Social Heart
- *Neighbourhood Planning Issues

Consultant Services
At the April 16, 2012 Regular Meeting of Council, Council approved a Terms of Reference for Consultant Services for the North Delta Area Plan Review. The Corporation of Delta will be retaining a consultant firm with experience in large-scale municipal planning projects and community consultation to do extensive work on the North Delta Area Plan Review and ensure that the plan review is completed in a timely fashion. Key components of the work are demographic analysis, public consultation, priority areas, land use planning, urban design, transportation planning, public amenities and market analysis. The timeline for retaining a consultant for the North Delta Area Plan Review is as follows:

| May 28, 2012 | Award contract to consultant at the Regular Meeting of Council in North Delta. |
| Jun 1, 2012 | Finalize contract with preferred proponent and initiate work. |
Next Steps
The consultant team will commence work on the project in June 2012. Staff will provide direction to the consultant team throughout the process, and oversee the project to ensure that the components of the plan review are completed on time and on budget. The objective is to have the new North Delta Area Plan in a completed form by the end of 2012, with some further consultation and bylaw preparation and adoption to occur in early 2013.
Scott Road Development Incentives Study
The Scott Road Corridor has been identified as a priority for the North Delta Area Plan review. Since there has been very little new development on Scott Road following the adoption of the existing North Delta Area Plan in 1995, a detailed economic study of Scott Road was being undertaken to help identify why development has not occurred, the types of development that would be appropriate, and incentives that could be used to encourage and attract new development.
At the September 19, 2011 Regular Meeting, Council received the Scott Road Development Incentives Study prepared by G.P. Rollo & Associates Ltd., Land Economists dated July 2011 for information and referred the study to the North Delta Area Plan review process. Some of the main findings of the Scott Road Development Incentives Study include the following:
- In general, the Scott Road Corridor does not require substantial incentives for investment;
- There are numerous projects underway in the Scott Road Corridor and as the area matures there is potential for significantly more to come;
- Through the considerations of the recommendations in the study, Delta can be seen as more developer friendly and thus encouraging new development; and
- As the market matures there will be increasing opportunities for higher density apartment projects and additional commercial development.
